This case involves the amount of a jury’s award in a condemnation proceeding brought by the city of Detroit for the acquisition of 2 parcels of land belonging to Detroit & Cleveland Navigation Company. Both parcels, 1 and 9, include portions submerged by water. The purposes of the condemnation proceedings are to .establish a civic center, as well as for other municipal purposes. Parcel 1 runs from Cass avenue, if extended, to First street. Parcel 9 runs from Second avenue to Third street. Both parcels of land have river frontage.
