MEMORANDUM OPINION

Williston Basin Interstate Pipeline Company (Williston) is an interstate natural gas pipeline company that operates in North Dakota, Wyoming, South Dakota, and Montana. Williston is a wholly owned subsidiary of MDU Resources Group, Inc. (MDU). The parties will be referred to collectively as Williston throughout.
