Petitioner seeks judicial review of an order of the State Board of Higher Education denying petitioner indefinite tenure.

Petitioner was an assistant professor in the Department of History at the University of Oregon from 1964 through 1972, with the exception of one year’s absence at the Hniversity of Wisconsin. He had annual rather than indefinite tenure.
