Before CHAMBERS and KILKENNY, Circuit Judges, and JAMESON, * District Judge. JAMESON, District Judge:

Plaintiff appellant, Steven T. Seitz, was employed as a visiting assistant professor at the University of Oregon for the 1972-1973 academic year. When his employment contract was not renewed, he brought this action under the Civil Rights Act of 1971, 42 U.S.C. § 1983, against defendants-appellees, who are officials of the University, including the president, members of the State Board of Higher Education, and members of the faculty of the Political Science Department.
