You request our opinion regarding whether the Pooled Money Investment Board (PMIB) or the Secretary of the Department of Transportation (Secretary, KDOT) has the statutory responsibility and fiduciary duty for investing the State Freeway Fund, the State Freeway Construction Fund, the State Highway Fund, the Highway Bond Proceeds Fund and the Highway Bond Debt Service Fund.
