KING, Chief Judge:

Petitioner-Appellant Ron Chris Foster, a Mississippi death-row inmate, appeals the district court’s denial of his petition for a writ of habeas corpus brought under 28 U.S.C. § 2254 (1994 & Supp. V 1999).
