Between December 6,1976 and April 20, 1977, nine petroleum refining corporations 1 filed complaints in this court seeking a. preenforcement 2 declaratory judgment invalidating the Federal Energy Administration’s (FEA) current interpretation of the petroleum price control regulations that governed the petroleum market during the 13 months between January 1, 1975 and January 31, 1976.
