After examining the briefs and appellate record, this panel has determined unanimously that oral argument would not materially assist in the determination of this appeal. See Fed. R.App. P. 34(a)(2); 10th Cir. R. 34.1(G). The case is, therefore, submitted without oral argument.

Petitioner and appellant, Jennifer Diane Harris, a Colorado state prisoner proceeding pro se, seeks a Certificate of Appeala-bility (COA) in order to appeal the district court’s denial of her petition under 28 U.S.C. § 2241. We deny her request for a COA.
