I respectfully dissent because I believe Deputy Smith’s stop of the appellant’s vehicle was reasonable under the facts of this case.
Arkansas law concerning probable cause for arrest is well established. “Probable cause” to make an arrest without a warrant exists when the facts and circumstances within the knowledge of the officer are sufficient to warrant a man of reasonable caution to believe that an offense has been committed by the person to be arrested.
