This action arises from the alleged arrest and subsequent three-year detention of Plaintiff Sylvester Ekwunife (“Plaintiff’) on sexual assault charges that were later dismissed. Plaintiff alleges that the affidavit of probable cause submitted by the Philadelphia Police Department in support of its application for his arrest warrant contained multiple misstatements and omissions, resulting in his false arrest and false imprisonment.
