OPINION

McKEE, Circuit Judge.

Guang Lin-Zheng petitions for review of an order of the Board of Immigration Appeals affirming the Immigration Judge’s final order of removal. The Board rejected Lin-Zheng’s claim that he was entitled to relief from removal because he qualified as a “refugee” pursuant to 8 U.S.C. § 1101(a)(42). That claim was based on Lin-Zheng’s assertion that his wife, who remains in China, has been subjected to China’s coercive family planning policies. In Sun Wen Chen v.
