Steven Burda (Petitioner) petitions, pro se, for review of a final determination of the Office of Open Récords (OOR) dated October 13, 2016, which denied his appeal under the Right-to-Know Law 1 for lack of jurisdiction and transferred the appeal to the Appeals Officer for the Judicial Conduct Board of Pennsylvania (JCB). We affirm.
