In September 2011, as part of a nationwide enforcement operation, Immigration and Customs Enforcement (ICE) agents in New Hampshire arrested six aliens who had prior criminal convictions or arrests. After ICE refused to divulge the names and addresses of these six individuals, the Union Leader — a New Hampshire newspaper and the appellant in this case — filed a Freedom of Information Act (FOIA) complaint to compel disclosure of this information.
