MEMORANDUM AND ORDER
SEALS, District Judge.
With the rarest of exceptions, the progress of man has been tarnished by the gradual degradation of his ecological environment. Our surroundings have been subjected to a continuous effluent of pollutants; scenic and recreational resources have been blighted and despoiled — in many instances, obliterated; species have been ignominiously driven into extinction, while a growing number of other endangered species await the same fate.
