BAUER, Circuit Judge.

From early-1997 through mid-1998, James Sherard was the leader of a cocaine distribution network that supplied drugs to the Green Bay, Wisconsin area. Working out of Milwaukee, Wisconsin, Sherard obtained cocaine and arranged for Lyle Ri-vard and Stephen Putzlocker to transport the drugs from Milwaukee to Green Bay. After the drugs arrived in Green Bay, Darryl Milquette was in charge of packaging and distributing the cocaine; Putzlocker helped Milquette package and distribute the drugs.
