This appeal challenges the retroactive application of surface mining reclamation standards enacted in 1971 to operations where the reclamation was completed before the effective date of the 1971 enactments; further, appellants challenge the constitutionality of W.Va. Code, 20-6-14a [1971] which provides for pre-hearing cessation of surface mining operations upon an inspector’s order.
