The City of Philadelphia, its Police Department and Department of Licenses and Inspections (collectively, City) appeal from four separate orders of the Court of Common *462Pleas of Philadelphia County quashing sua sponte the City’s appeals from the decisions of the Board of License and Inspection Review (Board) for lack of the City’s standing.1
