The plaintiff, Paul E. Pontarelli, appeals from a Superior Court judgment in favor of the defendants, the Rhode Island Board Council on Elementary and Secondary Education (the council) and the Rhode Island Department of Elementary and Secondary Education (RIDE) (collectively, defendants).
