• Wilberto Torres-Bobe (Claimant) petitions for review of the August 18, 2014 order of the Unemployment Compensation Board of Review (Board), which affirmed a referee’s decision and held that Claimant is ineligible for benefits under section 402(e) of the Unemployment Compensation-Law (Law) 1 because his discharge was due to willful misconduct. -Claimant argues that the Board erred or abused its discretion in interpreting the -regulation at 34 Pa.Code-§ 101.128 to conclude that compelling reasons existed to allow a witness to testify by telephone.
