HUXMAN, Circuit Judge.

This action was filed in the United States District Court for the District of New Mexico by the Native American Church of North America,1 a corporation, William Peter Tsosie, Shorty Duncan, and Frank Hanna, Jr., a minor, by and through Frank Hanna, Sr., his next friend, against the Navajo Tribal Council, Paul Jones, individually and as Chairman of said Tribal Council, Joe Duncan and Sam Garnez.
