This case involves the termination of appellant Elaine Fugere’s employment with New Hampshire Technical Institute (NHTI). Fugere appeals the decision of the personnel appeals board (the board) upholding the termination, claiming that NHTI fired her in violation of the rules and agreement governing her employment with NHTI and in retaliation for her previous, successful appeal to the board. We agree that NHTI violated several procedural *324rules in firing Fugere; moreover, we find certain of the board’s rulings to be clearly unreasonable.
