In March of 2009, the United States Department of the Treasury announced the details of the Home Affordable Modification Program (HAMP), a component of the optimistically styled “Making Home Affordable Program.” Under the provisions of HAMP, mortgage loan servicers contract with Fannie Mae, the designated financial agent of the United States, to modify certain mortgage loans in their portfolios in exchange for financial incentives.
