The Federal Savings and Loan Insurance Corporation (hereafter “FSLIC”) was appointed sole conservator of the property and assets of Manhattan Beach Savings and Loan Association (hereafter “Manhattan Beach”) by the Federal Home Loan Bank Board on January 9,1986.
