Plaintiff Makey Deli Grocery Inc. (“Ma-key”) seeks judicial review of a final decision of the United States Department of Agriculture (“USDA”), Field and Nutrition Services (“FNS” or the “Government”), disqualifying Makey from participating in the Supplemental Nutrition Assistance Program (“SNAP”) for a period of one year.
