In California Trout, Inc. v. State Water Resources Control Bd. (1989) 207 Cal.App.3d 585 [255 Cal.Rptr. 184] this court directed the respondent superior court to issue appropriate writs commanding the State Water Resources Control Board (Water Board) to attach conditions to licenses which it issued the Department of Water and Power of the City of Los Angeles (L.A.
