MEMORANDUM OPINION AND FINAL ORDER REGARDING CONTRACTUAL LIABILITY AND DAMAGES

This sui generis case concerns an August 16, 1994 contract for services to regulate electric power transmitted between the Western Area Power Administration (“WAPA”) and the Arizona Electric Power Cooperative, Inc. (“AEPCO”) for the benefit of North Star Steel Co. (“North Star”). See North Star Steel Co. v. United States, 58 Fed.Cl. 720, 734-35 (Fed.Cl.2003).
