The Insurance Commissioner of the Commonwealth of Pennsylvania, as statutory liquidator of the Urban Mutual Fire Insurance Company, has presented his petition praying the court to make an order of assessment against the members, the policyholders of that company. The matter is now before us on the exception of Roy E. Shellenber-ger, a policyholder, to the liquidator’s petition.
