Sloan,1 individually and on behalf of all others similarly situated (“Petitioners”), filed this declaratory judgment action against the South Carolina Department of Transportation (“SCDOT”) and John V. Walsh, Deputy Secretary of Transportation for Engineering of SCDOT (“Respondents”).
