Presently before the Court for disposition is the petition for review of the Pennsylvania Department of Human Services (DHS), challenging a June 1, 2015 final determination (Final Determination) of the Pennsylvania Office of Open Records (OOR) under the Right-to-Know Law (RTKL).1 In the Final Determination, the OOR granted the appeal of Respondent Pennsylvanians for Union Reform, Inc. (PFUR) and directed DHS to provide PFUR records containing the addresses of all direct-care workers (DCWs) pursuant to PFUR’s RTKL request. For the reasons that follow, we affirm the Final…
