The plaintiffs in error, who were plaintiffs below, are owners *88of certain mills in Pennsylvania, ppposite to the city of Trenton, in New Jersey.' These mills are 'supplied with water from the Delaware River, by means of a dam extending from the Pennsylvania shore to an island lying near and parallel to it, and extending along the rapids to the head of tide water.
