The appeal is from a judgment of the Franklin Circuit Court upholding an order of the Public Service Commission granting a certificate of convenience and necessity to Big Rivers Rural Electric Cooperative Corporation (hereinafter “Big Rivers”) for the construction of certain electric generating and transmission facilities, and granting authority to borrow money from a federal agency for the cost of the facilities.
