Edmund Rosner brings these qui tam actions on behalf of the United States against WB/Stellar IP Owner, L.L.C., Independence Plaza Associates, LLC, Independence Plaza Associates, L.P., Stellar Management, Laurence Gluck (collectively, “IPN”), and the City of New York (“the City” or “NYC”) and a separate action against Glenn Gardens Associates, L.P.
