Rodney Swope appeals the dismissal with prejudice of his' 42 U.S.C. § 1983 claim, in which he asserted that Northum-berland National Bank (the “Bank”), along with J. Todd Troxell, the Bank’s Senior Vice President of Lending and Loan Administration, and ten.
