{¶ 1} Appellant, Edward A. South, appeals from a conviction in the Summit County Court of Common Pleas. We reverse.

{¶ 2} At approximately 2:15 a.m. on November 23, 2003, Hudson Police Officer Sabrina Spencer was parked in a police cruiser along State Route 303 in Hudson, monitoring traffic. She observed a white, four-door Dodge Intrepid sedan turn onto westbound 303 without making a complete stop at the stop sign. As the sedan passed her location, she observed the driver to be an older white male and registered his speed at 36 mph in a 25 mph zone. Officer Spencer activated…
