Plaintiffs, as citizens and tax-payers of the City of New Orleans, bring- this action contesting the legality of appointments in the public service made by the. Administrator of Public Improve*346ments, the Administrator of Police and Public Buildings and the Treasurer of the City, and enjoining the Comptroller of the City from warranting for, and the Treasurer from paying, the salaries of the officials and employees so appointed.
