By this opinion, this Court grants this pro se petitioner’s petition for a writ of certiorari, vacates the Court of Appeals’ order dismissing the petitioner’s appeal, and remands the case to the Court of Appeals for further proceedings consistent with this opinion.1 In 2003, the petitioner, Jason Mobuary, pleaded guilty in the Superior Court of Fulton County to enticing a child for indecent purposes.
