On three separate occasions, Plaintiff Martin Sanchez-Alanis, a federal prisoner, requested records from the Bu-' reau of Prisons (“BOP”) under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552. When BOP failed to respond to the requests, Plaintiff filed a pro se “Petition for Preliminary Injunction” (hereafter “Complaint”) to compel the-release of records and expungement of a disciplinary report.
