This case requires that we determine the respective powers and duties of the mayor and city council for the City of Detroit when the city budget must be amended to comply with the balanced budget provisions of the Uniform Budgeting and Accounting Act (ubaa), MCL 141.421 et seq.; *77MSA 5.3228(21) et seq. As a preliminary inquiry, we must determine whether the city council complaint seeks to enforce rights granted to the council pursuant to the ubaa or the Detroit Charter or both.
