Robert Utter suffered a cervical herniated disc while employed by St. Vincent De Paul Thrift Shop. His claim for workers’ compensation benefits was denied and hearings were held. On January 20, 1989, the administrative law judge issued an award for a compensable claim. On February 17, 1989, petitioners filed a request for review pursuant to A.R.S. §§ 23-942 and -943 requesting review of the entire record “and, specifically, of those matters raised in the Memorandum of Points and Authorities to be filed on or before February 21, 1989.” The supporting…
