Acting pro se, Plaintiff filed an action pursuant to 42 U.S.C. § 1983 against Defendants (Doc. # 1), alleging violations of his constitutional rights arising from numerous traffic citations he received in 1989 and 1990 which eventually resulted in suspension of his driver’s license. On March 31, 2004, the Court entered an order (Doc. # 40) granting Defendant Stacey K.
