MATHEWS, Justice.

This controversy arose between the Board of County Commissioners and the-County Assessor of Taxes in Madison County.

The County Assessor of Taxes, in compliance with the law, finished his tax assessment roll for the year 1953 and submitted the same to the Board of County *320Commissioners as a tax equalization board.
