Juan McGee, a civil detainee at the Illinois Department of Human Services’ Treatment and Detention Facility at Rush-ville (“Rushville”), brought an action under 42 U.S.C. § 1983 alleging that twenty-three 1 state officials, employees, and private medical professionals were deliberately indifferent to his medical needs. McGee alleges that the defendants violated his rights under the Eighth and Fourteenth Amendments by requiring him to wear leg irons on his swollen and possibly cancerous legs whenever he was transported from the Rushville facility.
