Appellants, under Chapter 103 of the 1943 Session Laws, page 199, as an emergency act effective February 27, 1943, entered into a contract June 23, 1943, with respondent Koon, doing business as Courtright Publishing Company, for the publication of a code in six volumes. The other respondents are sub-contractors and a financing assignee.

Section 4 of the statute in part provides:

“* * *; that said publishing company shall have said code printed, published, bound and ready for delivery on or before July 1,1944.”
