—Order unanimously modified on the law and as modified affirmed without costs in accordance with the following Memorandum: Plaintiffs are retired fire fighters of the City of Olean or, in the case of one plaintiff, the widow of a retired fire fighter. Defendants are the City, the fire fighters union, and three individuals sued in their capacity as trustees of the Olean Fire Retirees Health Insurance Fund (Fund).
