Appellant Stephen Metz has presented us with an unusual proposition. Although he brought this diversity case in federal district court, he would like to have the dispositive question that he raises on appeal decided not by this court, but by the District of Columbia Court of Appeals. To accomplish this, he asks us to certify that question of District of Columbia law to the Court of Appeals, without addressing the question ourselves.
