REQUESTED BY: Anna J. Sullivan, Executive Director Nebraska Public Employees Retirement System This is in response to your request for an "official" opinion of the Attorney General concerning the operative date for increased contribution rates for members of the judiciary established under the provisions of LB 1097, Laws 2004. LB 1097 was passed by the Legislature and approved by the Governor on April 15, 2004. Since the legislative act contained an emergency clause, it became effective on April 16, 2004. See Op. Att'y Gen. No. 03019 (July 9, 2003); Op. Att'y Gen. No. 87049 (April 15, 1987).
