Satellite Broadcasting Company (“SBC”) appeals from a decision of the Federal Communications Commission (“FCC”) sustaining a decision of its staff to dismiss as untimely SBC applications to operate microwave radio stations employing channels allocated to the Private Operational-Fixed Microwave Service (“OFS”) in Chicago, Illinois and Sacramento, California.
