MEMORANDUM OPINION AND ORDER

PATRICK E. HIGGINBOTHAM, District Judge.

On March 27, 1978, the Securities and Exchange Commission issued an order directing an investigation of OKC Corporation to determine among other things whether certain persons, in connection with the offer and sale of securities, had violated or were about to violate the antifraud and reporting provisions of §§ 10(b) and 13(a) of the Securities Exchange Act of 1934, 15 U.S.C. §§ 78j(b), 78m(a), and Rules 10b-5, 13a-l, and 13a-13 promulgated thereunder.
