This proceeding invokes the Supreme Judicial Court’s original jurisdiction over judicial disciplinary matters. 1 The Committee on Judicial Responsibility and Disability (Committee) by its report dated September 7, 1988, alleges that District Court Judge David M. Cox, by his participation in the plea bargaining negotiations in a criminal case then pending before him, violated Canons 1, 2(A), 3(A)(1) and (4) of the Maine Code of Judicial Conduct (Code).
