MEMORANDUM AND ORDER
HOLSCHUH, District Judge.
This appeal arises from the Chapter 13 proceeding of debtors Harold and Catherine Frost. The debtors’ Chapter .13 plan was confirmed on August 31, 1987. However, the debtors subsequently sought to modify their Chapter 13 plan so as to reclassify their loan obligation to appellant Atlantic Financial Federal (hereinafter “Atlantic”) from wholly secured to partially secured and to reduce the dividend on general, unsecured claims.
